Is this milled for a pump rod? (pic)

ive had this rail for about 4 years and it was used when i got it. I saw a post on here about milling the rail for the pump rod and it looked like this. So, is this for a pump? Is so is it worth anything? Maybe i'll make a pump out of it, hmm.
