At what FPS do you get video? I was watching the waves at hawaii for about 10 seconds perfectly smooth, at least 60+, but now its like 1 fps and where is paintball?

anyone know how I can make vids brighter on my computer? Everytime I try to watch one it s bright for a second or 2 then goes really dark. I adjusted my gamma and brightness a while ago and it works for everything except videos. I usually can't tell whats happenin cuz of this.
