Hydro, a form of marijuana, is very popular in the urban drug scene. Hydroing can be used as a slang, with different meanings depending on the form in which it is used.

Oh, its also testing to your nitro tank to make sure it can withstand the pressures of everyday use and possible accidents (ref's overfilling your tank and such), so that its not a hazard to you or anyone else on the field. Your tank has a date on it, on a normal carbon fiber wrapped tank you need to hydro it every 3 years, with the new luxfer its every 5, and with the steel (stub style tanks), its every 5 years I believe.
