    Nitrogen Tank w/o/ Fill Nipple?

I got this old goof ball tank here, got it in a trade.. it has no fill nipple also doesn't have a pin valve. Instead of a pinvalve it has an on/off dial type thing...

I am not sure if this is a co2 reg on the bottle though which is what is confusing me... the bottle is a "pressure technologies inc. bottle" rated @ 3000 psi..

Anyone familiar with what I am talking about?

I see them a lot, they are nitrogen tanks converted to use with co2. No fill nipple because co2 tanks fill thru the valve.
