Nitrogen Tank Question

i have a problem, noone in my area fills 4500 psi tanks, i own a crossfire 88ci 4500 psi tank but they only fill it to 3000 psi. Does the crossfire tank hold as much air when filled to 3000psi as a full 88ci 3000psi tank does?
