Flatline Question

I was wondering, do you think if I purchased a Flatline tank from any other site but AGDs, would it have the new reg seat?

And what was wrong with the old reg seats? (that was the part with the problem, right?)

One more thing, how come the AGD store only sells the 72 CI tank?
