just use HTML to resize it in the post..

to do so use this: img border="0" src="ADDRESS HERE" width="WIDTH IN PIXELS" height="HEIGHt IN PIXELS"

add a < at the very beginning and > at the end

or go to the link below and save it on favourites and you can re-size them yourself, for free, and as many as you want.
On the jpgwizard click "browse" half way down, load on your picture from your PC. Then scroll to the bottom and hit "Percentage:" change to whatever. 50 is half size (sorry to be obvious) and click "submit image". Then save the thumbnail image. Easy!

You could do that in paint.

Open the image in paint, then click on image>stretch/skew and a window will come up.

i tried but im an idiot when it comes to that kinda stuff...
