air tank help!

I went to a local field yesterday and they refused to fill my tank, said the hydro was bad. Now, the tank was made in 12/00, and its a steel pure enegery tank. Every source I've seen these tanks come with a 5 year hydro.

Am I wrong? Is it only 3 years?

I would like to show the owner some DOT regulations or similar hard evidence so he'll fill it.. I'm having trouble finding these... anybody know where I could get these rules to e-mail him?

Get the DOT-E number off the tank and go to:
