I got 27 once, but my mouse, a Razor Boomslang, has crazy bounce. If I were to click on something with the normal click settings, it will double click most of the time. I have it all the way down, and I get around 15bps.

my max on that was 567, i dunno y, but for me it just counts as many times as i pull as 1 sec no matter how long it takes
