I suggest installing AMX Mod X or Adminmod and installing an AFK Kicker plugin. That's what I use on our server and it works great.

AMX Mod X (AMXX) is a Metamod plugin which allows you to write modifications for Half-Life with Small scripting language.

You can download the files necessary from this site, it also has a step by step installation guide for win servers and nix servers.
