I bought lowers with a non-ULE frame and a non ULE rail plus charger, car adapter, and wall adapter for 300 shipped... Everthing worked great...

I got mine for $350 with wall and car charger off of AO.

I was quoted for 600+ for a brand new set of lowers though.
