Info on 15bps caps

I've missed all of the 15bps scandal news, and all i see now is opinion threads on how it will affect things. Can anyone link me to news regarding this or sum it up for me? As in, what leagues are affected, how this changes ramping/bounce rules in each league, how local fields will likely be affected (is this becoming an industry-wide standard?) etc, etc. Thank you very much.

heres what i know for sure off of the top of my head adn so far there is only 3 leagues affected with 2 of them being xball
psp xball 3 shots semi auto then the gun can ramp up to 15 bps no full auto!
NXL 3 shots semi auto then full auto 15 bps cap!
the other one is on here pretty recent and it is just a straight up 15 bps cap with all the old rules on bounce, ramp and f/a
