Prto-Line made the Auto-Response trigger, and the frame in that pic is not an Auto-Response frame. It actually looks like the old cast zinc frames. I see nothing special here.
Also, it says "Labco" not "Lapco"

The guy is either a sheister and can't spell "Lapco" (I can't see it being a keystroke error since "p" is no where near "b"), or he did some kind of custom auto response mod himself and is still being a sheister by trying to pass it off as an aftermarket upgrade. It's ebay, you pick...
