ARRRRG. I'm coming throught the screen to choke ya. It is a saying an expression! A saying like "rule of thumb", "out of the pan and into the fire", "like the pot calling the kettle black", "raining cats and dogs" ect. It wouldn't have made sence with just saying, "a day late" without the "and dollar short" part.
