Give Smart Parts a call. Last price list I got, they were listing 68 CU tanks separately, maybe they have some 88's left over from the Manifold days.

If you can buy one out of hydro real cheap and have it tested, I say go for it. Otherwise, be prepared to drop $125-$175 depending on the manufacturer.

The only tanks I've seen without regs are the smart parts 68/45s. You can get them at Punisher's and Skanline. For the 88 I second calling SP firsthand and seeing if they can hook you up.

Look at the BST you might get lucky... I did.

I wanted a tank to put an adjustable reg on, and I found a new 92/4500 crossfire tank that some guy had gotten stiffed on a deal. He got tanks that had messed up regs... so I took one off his hands for $95 and got me a sweet set up.
