Q about an old am/mm rail

I got an AM/MM rail for free from MCB that I'm going to use on my next automag. I knew it was kinda old at first becuase it had the factory holes drilled for the back bottle.

Then I noticed that there wasn't a complete hole for the VA screw though. There was the start of one, but it wasn't drilled all of the way through. It's not really a big deal though... I have a drill press...

    But why?

I can't think of any reason that they'd do this.

The am/mm rails i have had that are new. didnt come the va or backbottle holes finished. The material is thin enough you can use a punch and break thru. I assume it was left unfinshed so that the user could decide what holes he wanted to use. I dont use the backbottle adapter and am glad the holes arent finished. I dont like extra holes.
