Precision and accuracy

I really enjoyed Tom's tech on accuracy and I hope Tom posts a good article on the second half of the topic about measuring precision.

I do have a general question on the bell curve as it's been a long time. The area the rings create are larger than the inner ring that they surround. Thus the environment space is larger for certain sampling areas. Does this pose any problem?

The best way I can explain it is if you take the area of the outter ring and make a square and then take the area of the inner ring and make a square, wouldn't be easier to hit the bigger area?

I haven't a clue, so I'm hoping for enlightenment.

Yes you are right, but even still there are fewer hits in the outer rings. The rings are just there to give you an idea of what the shape should be.
