Hey guys and family from MN. I am pretty sure can give you this. Its all structural your bridge failed due to a design and construction flaw. The conditions where all set and the I-35 bridge met its match and it failed. Go ahead and blame those that designed and built it. But at the time it wasn't designed or built to handle it, maybe the architect didn't know his head from his behind or a contractor cutting costs with the grade of materials used.
I'm not blaming you for those that messed up in earlier generations. Luckily us in WI with the Hoen Bridge that has stress fractures in the structural steel, road surfaces, and much much more. Nothing seriously happened like the I-35.
