i dont know i dont think its a snapper the steering wheel doesnt look right to be a snapper, i could be wrong though, its hard to tell from the video though to far away, and no color or body on it so its hard to tell.

Not a Snapper. Motor is on the rear of a Snapper mower. I would say something like your average lawn tractor, think Troy Bilt, with the body taken off and the blade put on.
