how to obtain a portion of a full song?

So I got my new phone, the htc libra or smt5800.
I want to put ring tones on it, but I don't have access to internet on it. Now i can take a song file(mp3 format) and sync it from my computer to my phone.
But I only want a portion of a song.
    Now I have two options:

downloaded ringtones off of myxer.com and format the file from itunes to mp3(without using burning cds option)
    or
record a part of a song that is already in mp3 format on my hard drive
I knew not what I did but am now edumacated

    you want this.

Download Audacity for free. A free multi-track audio editor and recorder. Audacity is a free, easy-to-use, multi-track audio editor and recorder for Windows, Mac OS X, GNU/Linux and other operating systems. Audacity is free software, developed by a group of volunteers and distributed under the GNU General Public License (GPL).

ive used it for years to get clips of songs for my own ringtones. easy to figure out.
