"Out of many" is not the same as "Out of all". It describes a gestalt. The sum of the parts creates something greater than the whole. To achieve the whole, the parts need to work together.
Kind of falls apart when some parts don't work. Worse, some parts are actively throwing sand into gears that work poorly at best.
If you're building a clock or engine, you want the best parts. Not misaligned, with the diligence required to achieve a gestalt.

Percentages vary depending on who you listen to, though totals are consistently within 3 points or less.
That small difference somehow justifies going from a 6-5 split straight to a 10-1 majority. Very democratic.
