#1 is a good guess. I slightly mislead you though Let me specify a little more. He turned the UDT into the Seals! He is refered to as the "Godfather" of all seals. Ask Spraying Mango - if he doesn't know this.....

yeah, I think zbody has got it: #1 is LCDR Roy Boehm (I even found the picture you used!)
And while we're at it, here's another picture to keep you all guessing.
Each of these three gentlement has quite a history, but we'll try and keep this somewhat difficult:
#1: In January 1941, the guy on the left was the US Navy's top choice to command the fleet in Pearl Harbor, but he diclined to accept the post.
#2: The tall guy in the middle was the chief. If you know who the other two are, you'll probably know who their boss was.
#3: The man on the right served on the staff of the man on the left, and commanded the US Fleet at the battle of Midway. Earlier in his carrier he had been known as a destroyer commander, and the Navy later honored him by naming a class of destoyers after him.
#4: Bonus (I know its not a person, but that's why its a bonus) -- the ship they are standing on is a Portland Class heavy cruiser and was the usual flagship of the man on the right.Comment

Well the guy on the left should be Admiral Chester W. Nimitz
The middle guy I am still working on and a wild guess on right side is Burke but I am doing some more searching.

Rob is right, the guy on the left (#1) is Chester Nimitz, who replaced (#5) Husband Kimmel as CINCPAC following Pearl Harbor. Raymond Spruance is also correct for #3 (the guy on the right).
Army, I'm impressed with your knowledge though you're too recent on your destroyer class: Burke is not in the picture. He would have been too young to have been selected for CINCPAC in 1941 anyway.
If Fletcher was in the picture, then the Astoria would be a logical guess, unfortunately he's not pictured either. Also, the Astoria was of the New Orleans class.
As for the guy in the middle, here's a whopping king sized clue: he was a member of the Joint Chiefs of Staff during the war (WWII, obviously), and was instrumental in obtaining the necessary offensive resources for Pacific theater operations against Japan, despite the overall "Germany first" strategy taken by the US.Comment
