It's actually just the opposite of that for me. It's not a leash, it's freedom.

If I don't want to be contacted I turn it off, or I don't take the call if it's not someone I want to speak to. Easy

But the freedom a mobile phone can give you is priceless. if you are late, lost, worried, etc. I wouldn't be without one anymore.

It's upto you to control how it gets used and wether it is a leash but I think that is an old excuse (one I used to use but I now think it is very far from the truth).

No, I do not have one. I don't even like regular telephones. If I had one, it would only be because someone else paid for it, and in that case it would always be off, unless I'm calling someone.

Why should I have to stop what I'm doing to talk to you? What If I don't want to talk to you?
