Ever since I came to College and try to get on mirc I always get- Unable to connect(connection timed out), any ideas?

What server are you trying to connect to ... try changing servers ...
try for example irc.automags.org and see what happens.
Mirc is just the software for IRC (Internet Relay Chat --correct me if I am wrong--), you use it to connect to an IRC server and then to join channels, or topics, on that server.

the only reason I got it was to chat on here, and irc.automags.org is what I'm using, so any other ideas?

possibly that your college has a firewall in place to block the ports that irc works on ...
