Tempura is basically asian "fried" stuff.

you toss XXXX into some batter, and fry it, and then it's tempura.

Some common things are sweet potato, shrimp, octopus, squid, Zuchinii (Sp), onion, and other things.

THen you dip it into soy-sauce, or soy-sauce + prepared wasabi stuff.
