                                                    You're not going to fix the color in a picture like that, Mike. Ain't gonna happen unless you want to color in each pixel :)

                                                    You would have better off changing the mode to greyscale and then doing blur 3 or 4 times to get rid of the lines. B&W usually looks sharper anyway so the blur won't hurt.
