That is illegal. Basically, the information packet will tell you how to make yourself look like you own a store. You then request a "sample" while giving the manufacturer a statement that you are considering buying X units of it. Obviously, you change your mind and don't but any units, but you get to keep the sample.
It's highly illegal and yes, some kid at my school tried it and got the FBI on him for misrepresentation.
