      Sometimes I have to risk it.

      In the news today, the head of the PBA was complaining that the city is giving the cops quotas for giving tickets. I thought that was an "urban legend".

        Nope, they have quota's, according to some friends(cops) of mine, atleast in my area, no matter how much they try to tell you otherwise, they have quotas.

          Well, I don't know how other states work it, but in NJ it is unlawful for Police Departments to have "quotas". There is actually a state Attourny General Guideline that prohibits "Ticket Quotas". And I believe that every state follows this Guideline in some fashion.

          Let me try to shed some light on this subject.


          What every GOOD Police Department does is keep track of every officers summons per month. They break them up into Warnings, Summons's (and what they are for, i.e. moving violations, equipment, DWI, etc.) and the Sgt. or Lt. will make performance charts for every officer in his Platoon (if the dept. is big enough to have a platoon). Then, if they see that, say, Officer A writes an average of 60 summon's a month and the average across the board is somewhere close to that, then everything is fine. That officer is out doing his job, enforcing the law, and not sleeping dureing half his shift. Now if Officer B is only writing 30 summons's a month, his acting Sgt. or Lt. will be left to question "Well, Officer B, why is your monthly total so much less than everyone elses?" Now they will not do this if it happens only a few months out of the year, they will look at what Sector he is in (some are slower than others) and if he maybe handeled many investigations, etc.

          So you see, they use it as a tool to rate Officer Productivity. The state could never purely regulate a police department because of "Ticket Quotas". It's just like any organization, if the Officer is not performing his sworn duties and is a slacker, well he/she is a danger to YOU and the department.

          In the academy, they teach us to issue the fewest summons's possible and to give people breaks, to improve the image of law enforcement. So, next time you are pulled over, be as nice and cooperative as possible, because 9 times out of 10, you will get a break. If you are friendly and cooperative, the cop will be happy to reciprocate the kindness.

                  does anyone else ever risk it when the lot is really full and park handicapped? sometimes I do that and i never have gotten caught. I know thats wrong though. What if some old lady in a wheelchair needed that spot. Im going straight to hell.

                      Well, I dunno about police departments having set quotas that they have to meet, and I'll take Mango's word for it since he's a police officer and all. But I know I saw on the news a while back that the Washington State Patrol was getting some bad publicity since it was discovered that the reason that issued tickets were on the rise in the past few months was that the department set up a contest, and whatever officer issued the most tickets won a model patrol car. It ended up that nearly 300 tickets were issued in 1 month by 1 officer alone. Now they didn't say whether or not that this was actually legal but it sure seems ridiculous to me.

                          I bought my car from an NYPD cop, and he said while there is no official quota for tickets, there is a "suggested" number you need to strive for. Those not meeting that number, might be assigned to less desireable shifts or jobs.

                            Their is one local police department here that usually doesn't write any tickets, i mean you can fly by those guys doing almost three times teh speed limit and they won't bother comming after you. Every once in a while though, when they get a new car or somthing, they start pulling over everyone for everything.

                              hmm I think quotas are stupid. I mean look at it this way. If EVERY SINGLE PERSON did not break A SINGLE LAW for a whole month....they would still have to write tickets?

                              i know thats extreme, but you get the idea...
