cant play mpegs?

i'm trying to watch a vcd mpeg file and its running really choppy. i just reinstalled xp and installed all the necessary codecs, so the only thing i can think of that is causing it is my video card. my geforce 4 broke, so i had to put in an old radeon 7200 untill my new all in wonder comes, so would a slow vid card cause ad playback? also when i first open the file it says attempting to download codec and then the download fails, but it plays anyway.

My first though when I saw the title was Codec.. but apparently you already got em. .. I've had the same problem. I had everything I needed. Try a new media player.

Simple as heck. I use it all the time now. I used to use DivX.. but the loading time is annoying. This is much better.
