How about this? The State of New Hampshire does not make it mandatory to even HAVE insurance on your vehicles if you are over the age of 18 and own them outright. So, if you WANTED, you could pay $0 a year! But you had better have deep pockets if you get in an accident.

I would imagine that insurance companies would lower there rates it is no longer necessary to have it if you want to own a car.
