Try going into My Computer and locating a jpeg or gif file, hold sown Shift and then right click on it, choose 'Open With' and then select Internet Explorer as the program, then select "Always use this program to open files of this type."
That SHOULD do it....
There is another way that configures filetypes to their programs but I cannot seem to find that dialogue right now...
Have you tried just opening GIFs and JPEGS with IE by using the File>Open button? How about dragging and dropping them to IE? How about what OS you are using?
Need more info here buddy.-Vegeta

Now that I read your post again, do you mean that IE wont display pictures on websites? If so, in internet otions somewhere there is a dialogue about what IE displays..
Goto Tools> Internet Options > Advanced Tab -
Scroll down to Multimedia and click "Show Pictures"
There ya go.-Vegeta

Combine the 2 answers from above and its almost a 100% chance you'll get it working.
If it doesn't show up anywhere right on your computer, or you've installed some program that might of taken over JPG/GIF image extensions (image viewer) you might experience this problem. To fix it (I hope your in XP cause these are XP instructions) open MY DOCUMENTS and click TOOLS and then FOLDER OPTIONS. In folder options click on "FILE TYPES" and look for GIF/JPEG/JPG/JP/JPEGS and stuff like that (look for multiple extensions) and change the program that opens them to INTERNET EXPLORER or WINDOWS PICTURE AND FAX VIEWER.
Then open up your CONTROL PANEL and choose INTERNET OPTIONS and click the ADVANCED TAB. Find MULTIMEDIA and make sure "show pictures in webpages" and stuff like that is checked. You can also visit the SECURITY TAB and click on INTERNET and choose DEFAULT SETTINGS and make sure the slider bar is at MEDIUM!
Hope that helps.
