AO: We are back from the dead... again! After an 18 day outage, we are finally alive and well. Who knew how complicated updating software/databases from 2008 would be. I still have alot of tweaks to make, but my main goal was getting everything patched and updated to 2026.
Vbulletin 6 has changed alot since 2008 so we will have a ton of new features to dig into.

mail fraud protects ONLY when you use a Postal Money Order. If the package is shipped using USPS and its not paid for with a money order, it doesnt matter the condition--its not mail fraud. I've been through it. Unless you use PayPal, Postal Money Order or Escrow, you're SOL--end of story.
True, your probably out of luck on the mail fraud thing, but you two still had a contract which he breached. If you want to do anything you would have to file in civil court. The fee is only like $30, and it might scare him into just paying you back if you file, it might be cheaper for him just to give in then to travel to you.
Let me be very clear on one thing. Mail fraud does NOT apply only to the use of postal money orders. Mail fraud is only dependant upon the use of the mail. Trust me on this. Also trust me when I say that the Postal Inspection Service, the law enforcement branch of the Postal Service, will not investigate the $120 cost of repair for a misrepresented item sold over the internet. This is a matter for small claims court, plain and simple.
I wish I could give you better news, but thats the price of business on the internet. Next time use an escrow that includes an inspection period.
