Need someone good with computers!

I'm interested in trying some kind of system binds.
For Instane, I want to be able to press Ctrl+X and it will automatically shut down my computer.
I would also like to be able to press Ctrl+C and CounterStrike to come up.
And Ctrl+D and Digital Paintball come up.
I know it can be done. I have at least 200 binds to keys in CounterStrike. I just have no idea how I would do it on my normal computer.

are you using windows xp? xp has hotkeys built right in. do a search on microsofts website about it, i cant remember off the top of my head how to do it. i think you have to right click on the exe of the file you want to launch, and go to properties. its in there somewhere, look around.
