This is true, they were only for military and police use. But a number of them were sold to the public. About a year ago there were about 35 for sale through Tunaman. I know several AO people that have one, including myself.

I believe a number of gov agencies including the police sell off old un used training equipment in auctions. I know the airforce auctioned off a bunch of 3577's and assorted PB gear recently.
