I don't think Nirvana is/was overrated, selling 10 million copies of your first major label release doesn't happen by a fluke.
However, I do think Nirvana is given far too much credit for their influence on the music industry and grunge.
I was a huge fan of Soundgarden several years before anyone had ever heard of Nirvana. Ultramega OK and Louder Than Love were groundbreaking albums, Nevermind was just more commercially successful. I'm not certain of the year of release, but I do know I owned Alice In Chains' Facelift before having ever heard Smells Like Teen Spirit as well.
This doesn't even account for other bands, like Pearl Jam, Screaming Trees, Mother Love Bone, and the Meat Puppets.
EDIT: Duh, forgot Smashing Pumpkins. And would add Live's Throwing Copper album was significant as well, though Live isn't from Seattle.
Grunge would have exploded no matter what, Nirvana just accelerated the process. So in that regard, yes, they were overrated.
