True Crime Error, please help!

When I click on the game , I get the message,

No capable 3d hardware found on your system. This game requires 3d compatible hardware that supports either T&L vertex and Pixel Shaders version 1.1 or higher.

Does this mean that I have to download something? Can anyone please help , this looks like a really good game.

Most likely means that either your video card needs new drivers, or it isn't new/powerful enough to handle the game (assuming that you actually have a video card...).

It means you need a new video card.
