sand of old paint
bondo any dents then sand smooth
paint on primer...then wet sand
paint on a layer of paint...wetsand....your choice on how many layers of paint but wetsand 1000 grits
paint clear coat....1500 grits
lather, rinse and repeat
now i know your not a dummy...but just to make sure
make sure paint is dry before adding more layers...duh

You don't have to remove all the old paint unless thier is an issue with bonding of the old paint...
You need to scuff it so it will bond. You do need to sand out any chips. You do need to do the body work.
Then you need to tape it all off (the things you do not want painted). And that takes a bunch of time.
Then you need to prime it and then water sand that primer smooth
Then tack cloth it and put down three (at least) coats of base color
then tack cloth it again and put down three coats of clear coat.
You can get automotive color/clear stuff at any supply house. There is always one in every city that supplies to Body Shops and is open to the public. The place around here that I use is called Finishmaster.
A good one (the one I use) is R&M. Dupont makes a good one too. As well as even Sherwin Williams.
You need the color base and thinner for it, Clear coat and activator and thinner for it. Some clear coats are prethinned so you would not need any thinner.
Its going to take at least two quarts to do a car. Maybe a tad more. Depending on how exotic the paint... but if just a good single color metalic you can get that for $100. And enough clear to do you for about $30.
But you do need a good sprayer for each of them. And LPHV one is best. And run that at like 50 pounds of pressure. And you have to get a tad of experience putting it on without runs and getting cross coverage as well. Its not as easy as you might think.
Preperation time is the key. It makes all the differnce in a good job or a bad job.Comment

First take care of any rust, replace panels, hammer/pull out dents
Then sand the whole car (as stated you don't have to completley remove the paint unless it has a bunch of layers or is flaking)
Bondo the areas that you know are high or low
Remove or tape off things you don't want pained
Spray a light coat of primer
Sand the primer off with a big block, you will be able to tell where the high and low spots are, use bondo and a hammer accordingly, repeat primering and sanding if you want
Sand down all the bondo
Use a tack cloth
Prime then wetsand
Tack it again do your base (2+ coats)
Put down clear (3+ coats)
Then you have to colorsand and I think your're done
Every body shop will do it a little differantly using differant grit sandpapers, either wet or dry at differant stages, some will sand between base and clear, others will not, things like that.
The paint supply place should be able to get you everything you need, primer, base, clear, thinner, sandpaper, tack cloths, tape, etc.
You will also need a good paint gun, and a compressor that does somthing like 10cfm minimum that will run you about $600 for a used one. Then you need a paintbooth, you can make a ghetto one using plastic tarps, and tape then using a fan with a filter on it for ventilation, you will also need some type of reperator, good lighting is important as well.
Or if you don't give a damn you can tape everything, sand it, hit it with about 15 spray cans, clear coat it, and call it a day

Go to thirdgen.org and search, a few guys who work in bodyshops for a living have discussed how to paint.
I don't know what kind of compressor you have, but know that a little 3hp 22 gallon craftsman compressor isn't going to cut it.
Your going to need those rubber bondo spreader things, the cheese grator things, big sanding block, one of those polishing/sanding things, water trap for the compressor, just a whole lot of stuff
