ATTENTION 80's music video experts

ok this has been bugging me for quite some time now.
i NEED to know what this song is and who sings it. There is a guy that I work with that looks just like this guy(huge peanut head).

Its a 80-90's video. almost positive its 80's

but in the video the band is on a empty street, just hanging out leaning on the building and this hot chick walks by. well then the lead singer who has a HUGE peanut head starts shaking his fist and singing. Then the other band members break out there air instruments. Its freggin hilarious.
I cant remember any of the lyrics though.
PLEASE HELP.
