Get your pilot certs first. Once you have your airplane private certificate you can skip a lot of the helocopter stuff and are only required to fly half the time. Considering that helicopter time costs over 4x what airplane time costs (figure close to $300/h), plus you will end up getting your airplane ratings eventually anyways (you will be flight instructing at some point in your career, only having helicopter ratings is pretty limiting), it makes sense. -

No entirely true. With a private pilots certificate [they are not truly licenses according to the FAA] you can fly passengers but not commercially.
