Sounds like either: A) Your psu isn't providing enough power to the system. If you have a friend with a larger psu, see if you can borrow it and test to see if that's the problem. or B) Your temperatures are wayyy too high. If you have an ASUS motherboard, check your temperatures with ASUS Probe or if you don't have an ASUS board, check it with Motherboard Monitor. Also, what processor are you running?

also if your going to do anything with fans put a intake fan in the front of your case so it pulls air into your computer over all the components and then have a discharge in the rear.

also make sure that all of your fans are working properly.

Get Motherboard Monitor from above link and check your processor temps and post them as idle/full load. If the temperatures are fine, then your processor is either not getting enough voltage or you need a new PSU. Also, post a picture of CPU-Z on the CPU tab

or you can spend your money on a liquid nitrogen cooling system that will cost more then the cpu lol

dip ur board in liquid nitrogen
                          or
make a homemade water cooling system.

or just add a grate with more fans. ihave like 7-8 fans in mine (alienware) and its never done that, whle my old one which had maybe 2 fans plus the cpu fan, did.
also, clean them with a damp towel
