I would suggest a Squier (Strat or Telecaster). These are very good quality for the price and sound better than one would expect.
If you want "everything" to start out, here is the list.
Guitar
Amp (with headphone jack)
Guitar Cable (atleast 10')
Picks (since you are starting out, I suggest picking up a few different guages and find the one you like).
Strap (if you plan to ever stand up)
Tuner
Headphones (keep the parents happy)
Lessons

What's a good starter Acoustic? I don't want to pick up an electric until I have the basics...

I'm with Mister Sinister. If the music you plan on playing, rock, heavy metal etc, is played by electrics, get an electric. If you want to play folk, get an acoustic. Acoustic is harder to play and easier to get tired of. I don't agree with start on an acoustic because it is harder. Why would you tell anybody just beginning to learn to start on something hard.
I would also suggest buying locally. Each guitar is very different. Some cheap ones are very nice and some are not. You need to try them to tell. Take someone who can already play to give you advice.

Just remember, that sometimes even the most phenomenal player is a horrible teacher. It happened to me...but I've finally gotten to the point where my teacher and I just jam for our entire 30 minutes, and he'll always show me something new.

If I were you I would start off with a acoustic because they are harder to play, making it a ton easier when you make the switch to electric. Thats what I did.
Or, if you want to start electric, which is fine, use the list that Muzik man put up. I have a tricked Squire Strat for my electric, even though I play acoustic more. I also like the amp that the pack comes with, it doens't completly suck.
Make sure you invest in a good tuner. Nothin worse then a guitar out of tune.
And get a suscription to Guitar World, they usually put out alot of good tab.Comment

guitar world is a magazine... Its got articles and stuff... every month they put out the tablature for a few songs. You should be able to get it at most places that sell magazines definately places like Barnes+Noble will have it.You can go a long way with a smile. You can go a lot farther with a smile and a gun.

I got it a year ago and with some ernie ball strings my aunt gave me for christmas last year, it sounds amazing. It costs around 300 IIRC, and you get such an amazing sound for such a low price. It honestly beats the crap out of most other guitars ive played that are in that price range. Under that price, I couldnt tell you.Comment

Just remember one thing, you will never sound like what you hear on a cd. I think thats one of the biggest things that discourages new players. They expect to hear what they hear on cd's and tv. But its not going to happen. You'd have to be using the same equipment (even same model guitars built in the same place on the same day sound different) and in a recording studio. Heck, even people playing the same equipment sound different. Don't be concerned with someone elses sound, because its never going to happen.
