It seems that after i upgraded my geforce cards drivers now whenever i go to play HL2 or CS i get a wierd like dog whistle coming from the back of my monitor...any idea what settings could cause this?

Hmmm... sometimes monitors has certain maximums that they can take, have you tried to lower resolution or change it to see if that helps? You should only have this problem with an Older Monitor or a really really powerful videocard...
