I think that its because certain people when banned understand they were banned for a reason, accept it, don't make a big conspiracy theory out of it, wait it out, and move forward. The ban list and explanations was created as an answer to those who have demonstrated less maturity. Could be wrong though.

This particular banning is along the lines of what lohman has said the explination doesn't need to be aired and TP can ask in person the reasons.

Personally I think that everyone, no matter who it is or for what ever reason should be listed in the "Ban List". That is why it is there.

My opinion... if TP has a problem with it he has available channels to discuss it. Anyone else, the ban list was for the convenience of those banned, if its not you, why worry about it?
