All retail heatsinks/fans come with a thermal compound already on the heatsink. For someone who is just starting building computers, I don't recommend them taking that stuff off and putting arctic silver (or equivolent thermal compound) on. Its just too much of a hassel, withi minimal noticable improvements. Now if you are going to be overclocking.... THAT is another issue
. But OCing AMD64s isn't easy. It isn't as simple as just upping the FSB to get higher clock rates.
