It depends if you are a
or not. If so, try Corel's (formerly Jasc, I think) Paint Shop Pro X (runs about $100 off the shelf), since it sounds like you are a beginner. It's an easy program to learn and it also has a lot of advanced features for advanced users. Once you graduate from that program, try Adobe Photoshop 7.0 (runs about $500 off the shelf).
