Guns drawn might be a bit too over the top though, maybe if the dude had a sword, but the black ADIDAS pants and red paisley bandanna might tip me off that he was not a real ninjer.

Hard to tell if it is his neck or upper back. Upper back is okay, and is actually part of the training for some departments. Neck is generally a no-no, but only because of potential injuries. Im with Tuna on that one. It doesnt even matter if its the upper back or neck right there, the guy is cuffed already. Thats just another case of a cop abusing a kid just because he thinks hes the cock of the walk and he can do crap like that. Now I can see the other side of it, that if he hadnt detained him and the kid had done something, well thats bad. But the kid is cuffed and on the ground. Get the heck off of him.

Agreed, ATF is trained to deal with people a little more seriously then your local PD. That is likely well within there training. Besides.. he wanted to pretend to be a ninja. If he was a ninja those cuffs mean nothing

And we have no idea at what point in the arrest that photo was taken. Most prone handcuffing techniques involve kneeling on the subjects back while placing the handcuffs on there.Comment

If you think that is excessive force you need to go talk to officers for awhile. Any suspect at any time could kill you. I doubt there is much weight there, as has been pointed out, that is not about causing pain is about controlling a situation.
