No clue, all I know is that I buy car parts from Quebec all the time and pay the price of the item with minimal shipping. I think for my entire body kit i.e. full front and rear bumpers, side skirts, splitter and grills the shipping was $300 and everything had to be shipped freight because of the size of the items.

I have sent to Canada from America no prob...
Just on the customs form declare its value as less than $40.00 or declare it as a gift that will get you low duties.

Actually, I think it's $15.00, could be wrong though.

Umm.. because your country fincances some of your programs through a sales tax. They don't allow you around this tax by purchasing outside of the country and having it shipped in. Rather than doing what individual states in the US do and depending on you to declare these purchases annually they collect before you get it - which tends to be rather effective. I'm failing to understand your lack of comprehension to the duty system of your country.

If the marker was made in the USA, you should not have been charged a duty, but only GST. If you think you were improperly assessed duties, you can appeal.

If it was sent by a courier company like UPS or FedEx, they would have charged you a customs brokerage fee. The rates vary, but they are consistently expensive.
