would someone help me out with paypal?

in the past, i have recieved paypal payments without a problem. i get an e-mail saying i got money, and i'm good to go. i dont have to click anything to get it.
now i am trying to work out a deal here, and i encountered what i think is a problem.

i got the e-mail, but it says i have to upgrade my account to be able to get it? why? it also says that for every money transaction i recieve, i get charged 30 cents plus 3%.
well i thought paypal already did the 3% thing; so i want to know if that will still be 3% or 6%. plus that 30 cents is just kinda lame, i'd rather keep it.
this is straight out of my paypal e-mail:
"To accept this credit or debit card payment, you must upgrade to a Business or Premier account.

Before you ship this item, you should log in to your account and accept or deny this payment. By accepting the payment, you would be upgrading your account."

can anybody tell me more about this?
    thanks guys.

You have a standard personal account now. Whomever sent you payment used a credit card, which requires you to have a premier/business account. Having a premier account allows you to accept a wider range of payments but cost you more in fees. The 3% does not double. So you have to decide to to accept the payment and upgrade your account or deny payment and remain in your normal account status (but with no payment from this person).

does the standard form take that 3%? because when i recieve money it just sits in my account without changing; and i am then able to spend it too without it changing. does it only get subtracted out if i want to transfer the money somewhere?

with this upgraded version will that change? now that i think about it, i can deal with the 30 cents, but i dont want to be annoyed with all kinds of other stuff.

A regular paypal account can't take credit card payments and can only receive $1,000 a month. A premier account can take credit cards and lifts the receiving limit. The only charge for it is 30 cents per incomming payment and 3% of all incomming payments this includes both credit card and non-credit card payments.

paypal currently costs you nothing, its entirely free. you can send and recieve payments without paying paypal a cent. however, if you upgrade your account you can recieve credit card payments, but recieving ANY payment will always incur a 3% + $0.30 fee. personally i wouldnt upgrade my account, a 3% fee on all transactions will add up.

ya the 3% does add up after a while, but its still cheaper then getting screwed over later with a MO or check. I upgraded right away when i got my paypal a couple years ago.

I just want this stuff gone, super low prices
