    tires lock up when the pads, drums, what have you grip the rotor and don't let up. tire condition has no bearing on whether the rotor stops moving.

      If you want to get really technical it can. A tire with less tread has less resistance to skidding. A tire that it is easier to slide across the ground (skid) rather than roll will allow brakes to "lock up" with less force.
