    He has been scamming people of their money. He bought an xbox 360 box(was selling it for fun) and then issued a chargeback and stole my $30. It's a small amount so it's not a huge deal, but it turns out he is scamming lots of other people, and paypal is taking his side saying that his account was hijacked. So Paypal is basiclly leaving the sellers the bag.

    Is there anything I can do?

    where did you paypal the money?

    i had a situation like this happen a while back where a third party hijacked my account posted thousands of auctions for buy it now for WAY below any normal price. in turn i had people from around the world buy items from me. i called up ebay, called up paypal. out of 6 grand in product sold under my name. i received non of the money. as the third party that hijacked my account set up another paypal address on my account and also set up the check out page on there site wich was hosted in china. so anyone that bought products off of me sent there money to the guy that hijacked my account. ebay quickly took down all auctions and canceled any and all transactions there were not paid. in turn in 6 hours that this all happened $450 was unaccounted for. and i had some french guy severely pissed off at me. but there was nothing i could do.... im not going to give some one money because some one hacked my account.

      I recieved the money. I was the seller. A few weeks after he received it he issued a chargeback. Paypal does nothing about it and leaves the sellers out of their stuff.

      edit: I don't mind protecting buyers, but paypal should protect sellers also.

        Because... Paypal sucks.

        What exactly did he do? Issue a charge back on his credit card then PayPal debited your account?
        I would give his credit card company a call if you have any proof of this. They may be interested to know their client it committing fraud. They will most likely refuse to speak to you however and say PayPal is the one who needs to contact them.

        I think they do offer charge-back protection but of course it's a premium service. It may be included with a premier account, I'm not really sure.
        I've had one person flat out not send me what I paid for. He just sent Paypal scan of a bogus recibt on which he forged my signature claiming I picked the item up. I offered to send them any number of documents with my signature on it to prove it looked nothing like what this guy did and I pointed out that it was highly improbable I drove 600 miles to pick up a $50 item. They just flat out refused to listen to reason.
        Then I had one guy I sent something to claim he received a package with a couple rocks in it. He took pictures of him opening the package and discovering the rocks. I again argued how many people take pictures of a package before opening it then set up the camera to photograph themselves opening it. Paypal sided with him and charged my credit card $200 give him a refund.
        In their defense they have refunded my money once when a seller failed to ship. However if the seller doesn't have money in his account or a valid credit card/bank account on file you're SOL.

        What I do now since I don't have much of an alternative to using PayPal is to never keep any money in the account. As soon as I suspect someone is going to try something I take my bank and CC information off the account. If they do end up filing a claim I'll just call the bank and CC company and tell them not to accept any charges from PayPal, if need be I'll tell them not to accept any charges at all until it blows over.

          appearantly paypal has buyer and seller protection policies.
          I say this because I decited I don't want a bank account registered through paypal. Because think about it:
          if paypal tries to chargeback my bank account I'm screwed
          if paypal has no bank account and tries to chargeback my credit card I call my card company and chargeback my chargeback.

          So It only makes sence that paypal has people register a bank account to cover their own butt, basicly. Anyway, to the point. When I tried to remove my bank account from paypal I got this warning:

          This is your only confirmed bank account on file. If you remove it now, your account status will instantly become unverified. Becoming unverified means you can no longer add funds via electronic funds transfer, your credit card charge limit is reinstated, and you lose protections safeguarded under PayPal's Buyer and Seller Protection Policies.

          Now it remains to be seen what kind of protection policies the seller receives, it may be a placebo in effect so they can put sellers at ease to gain more buisness. As for me, I don't use paypal enough. I think I'll let paypal talk with visa in the case that something happens to my info...again. Yeah, they acctually shut down my paypal account once because the caught some one accesing an account. This tells me that paypal has some security problems also.
